FER was founded in 1989 as a network of 110 academics specializing in the fields of national questions, ethnic relations and minority protection.

FER is one of the most important non-government networks of prominent scientists - experts from the territory of the former Yugoslavia, Europe and the USA which could, therefore, be an important actor in the democratization of ethnic relations and minority policy as well as the reconciliation of ethnic, religious and cultural groups in the formerly Yugoslav parts. Its work focuses on the issues relating to the building of nation states.
